VACANCIES

Makueni County Public Service Board is a corporate body established under Section 57 of the County Governments Act 2012 whose mandate includes appointing persons to hold or act in the offices of County Public Service.

In order to strengthen the capacity of the Public Service, the Board wishes to recruit competent and qualified persons to fill the following positions as per Article 176 of the Constitution of Kenya 2010 and Sections 45, 50 and 51 of the County Governments Act 2012.

DEPARTMENT OF ROADS, TRANSPORT AND INFRASTRUCTURE

1. DIRECTOR – INFRASTRUCTURE AND PUBLIC WORKS (1 POST) – JOB GROUP R

Duties and Responsibilities

The Officer will be responsible for the following:
Development, implementation and evaluation of the relevant division strategies plans, programmes and projects in collaboration with other departments and stakeholders.
Planning and supervision of the relevant division’s programmes and activities.
Organization, direction, control and the co-ordination of the functions of the division.
Interpreting, and applying National and County laws and other related statutes in the relevant division in line with the county goals and objectives.
Developing appropriate County Departmental policies, legal and institutional frameworks for the implementation of the mandate of the division.
Handling administrative, Human Resource and asset management issues.
Oversee preparation of annual work plans and financial budgets.
Ensuring strict compliance with all financial, budgetary and procurement procedures.
Co-ordination of production, documentation and dissemination of the relevant division’s information.
Provide advice and guidance in recruiting, hiring and staff development.
Perform other duties that may be assigned from time to time by the Chief Officer.
Requirements for appointment

Be a Kenyan citizen.
Be a holder of at least a first degree from a university recognized in Kenya in the relevant field.
A master’s degree in the relevant field will be an added advantage.
Have relevant knowledge and experience of not less than ten (10) years in a senior position in the Public Service or Private Sector in the portfolio applied for.
Demonstrate a thorough understanding of the County Development objectives and Vision 2030.
Be a strategic thinker and result oriented.
Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and integrity.
Be computer literate.
2. Principal Roads Engineer (1 Post) – Job Group N

Duties and Responsibilities

The Officer will be responsible for the following:

Detailed design and supervision of construction
Rehabilitation and maintenance of classified and unclassified roads;
Design of bridges and drainage structures;
Preparation of tender documents;
Formulation and review of specifications for roads equipment;
Monitoring the execution of roads development projects and supervision and training of engineers and technical staff.
Any other duty as may be delegated from time to time by the immediate supervisor.
Requirements for appointment

Be a Kenyan citizen.
Be in possession of a Bachelor’s Degree in Civil Engineering or equivalent and relevant qualification from a recognized institution.
Have an Experience of not less than seven(7) years
Be registered by Engineers Registration Board of Kenya as a Graduate Engineer.
Attendend a management course lasting not less than four(4) weeks from a recognized institution.
Demonstrated general administration ability required for direction control and implementation of civil engineering programmes.
Satisfy the requirement of Chapter Six of the Constitution.
3. Principal Mechanical Engineer (1 Post) – Job Group N

Duties and Responsibilities

The Officer will be responsible for the following:
Detailed design and supervision of construction
Preparation of drawings and designs for manufacture and fabrication of tools, equipment and machine/plant/vehicle components
Repair and preparation of maintenance schedules for vehicles and plant machinery.
Assist in the supervision of maintenance regimes for various mechanical plants including vehicles but not limited to: Co-ordination and supervision of transport of transport activities of the County Government ;receiving, keeping and maintaining an updated full inventory records of County motor vehicles, plant and equipment ;provision of transport hire charges and rates; staff discipline and welfare.
Overall co-ordination and supervision of all matters related to mechanical and transport services in the County.
Preparation and implementation of overhaul, maintenance and repair programmes of vehicles and plant; allocation of staff and work space to jobs to ensure the most effective use of manpower and workshop facilities;
Enforcement of quality and costly control of all repair work; inspecting and testing all items of equipment after work; submitting reports and returns;
Advising on all matters connected with the maintenance and repair.
Any other duty as may be delegated from time to time by the immediate supervisor
Requirements for appointment

Be a Kenyan citizen.
At least be a holder of a Bachelor’s Degree in Engineering (Mechanical) or its equivalent from a recognized university.
Have an Experience of not less than seven(7) years
Three or more years’ experience in the planning and implementation of relevant projects.
Be registered with the Engineers Registration Board of Kenya (ERB)
Attended a management course lasting not less than four(4) weeks from a recognized institution.
Demonstrated general administration ability required for direction control and implementation of civil engineering programmes.
Proficiency in relevant computer applications.
Satisfy the requirement of Chapter Six of the Constitution.
4. Clerk of Works (3 Posts) – Job Group J

Duties and Responsibilities

The Officer will be responsible for the following:

Provide assistance and information to the sub county works officers and contractors concerning project progress, measurement and quantities for works done.
Take measurements and help in the preparation of the bill of quantities for public works.
Be present on site as directed to ensure that the works are compliant to the set standards.
Perform other duties as may be assigned from time to time by the immediate supervisor
Requirements for appointment

Be a Kenyan citizen.
At least a Certificate or Ordinary Diploma in Architecture, Structural Engineering, Civil Engineering, or related field from a recognized institution.
Knowledge and experience in preparation of bill of quantities.
Knowledge and experience in measurement of done works.
3 years’ work experience
Knowledge and experience in project supervision quantities.
Proficiency in computer literacy
5. Plant Operator II (14 Posts) – Job Group E

Duties and Responsibilities

The Officer will be responsible for the following:

Operating heavy plants of ‘difficult rating’ B;
Keeping monthly records of services of the plants;
Preparing monthly and weekly service schedules and ensuring they are followed;
Guiding turn boys and machine attendants;
Repairing minor defects on machines; liaising with the officer-in-charge for major repairs;
Supervising cleanliness of the plant; and assisting in training junior plant operators.

Requirements for appointment

Be a Kenyan citizen.
Served in the grade of Plant Operator III for a minimum period of three (3) years;
Passed Occupational Trade Test III for Plant Operators.
A valid driving license free from any current endorsements for the relevant Class(es) of machines.
Ability to operate at least two (2) machines of ‘difficult rating’ B;
Attended a First-Aid Course lasting not less than one (1) week from St. John Ambulance or the Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
Shown merit and ability as reflected in work performance and results.
6. Plant Mechanics (2 Posts) – Job Group J

Duties and Responsibilities

The Officer will be responsible for the following:

Service and repair county heavy equipment which include but not limited to: Earth moving, road construction and high capacity diesel generators.
Keep all tools, equipment and machinery used in heavy plant section safe and in good condition.
Identify required materials / spare parts and initiate their procurement.
Ensure compliance to occupational health and safety requirements.
Perform other duties as may be assigned from time to time by the immediate supervisor
Requirements for appointment

Be a Kenyan citizen.
Diploma in Automotive Engineering – Heavy plant option (candidates in craft/certificate level but with wide experience will be considered).
5 years relevant experience.
Computer literacy will be an added advantage.
Valid driving license (Heavy Plant)
7. Vehicle Mechanics (4 Posts) – Job Group J

Duties and Responsibilities

The Officer will be responsible for the following:

Service and repair company vehicles which include but not limited to: All vehicles within the transport fleet;
Keep all tools, equipment and machinery used in safe and in good condition;
Identify required materials/spare parts and initiate their procurement.
Ensure that resources within the section are used efficiently.
Ensure compliance to occupational health and safety requirements.
Perform other duties as may be assigned from time to time by the immediate supervisor
Requirements for appointment

Be a Kenyan citizen.
Diploma in Automotive Engineering – Automotive option (candidates in craft / certificate level but with wide experience will be considered).
3 years relevant experience.
Computer literacy will be an added advantage.

8. Sub County Quantity Surveyors (6 Posts) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Preparation of Bills of Quantities and specifications,
Site measurements and preparation of interim payment certificates and final accounts
Control of specialized units regarding to fees, pre contract documentation, contract documentation and maintenance of contract records.
Perform other duties as may be assigned from time to time by the immediate supervisor
Requirements for appointment

Be a Kenyan citizen.
Must have an experience of at least three (3) years.
A Diploma or a Technician Certificate Part III in any of the following fields: Quantity Survey, Building / Civil Engineering, or its equivalent and relevant qualification from a recognized institution; and

9. Material Technician (1 Post) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Investigations on materials and structural foundations ;
Survey and analysis of traffic and axle load;
Design and monitoring of road pavements and supervision of construction and maintenance of classified and unclassified roads and processing of tenders for roads work.

Be a Kenyan citizen.
Served in the same capacity for not less than three (3) years
A bachelor’s Degree in Civil Engineering/Higher national diploma or equivalent and relevant qualification from a recognized institution.
Be registered by Engineers Registration Board of Kenya as a graduate Engineer.
10. Leveler Road Section (1 Post) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Co-ordinate activities in the Road sector.
Taking care of all survey equipment
Set out centre lines as well as for any road structure
Confirmation of levels on completed sections
Location, concreting/casting and heighting of benchmarks
Submission of levels taken on site for design works
Carry out levelling activities during road constructions
Analyze road design drawings to ensure precision
Quantify any works related to road operations completed by contractors
Supervise projects planning, implementation, monitoring and evaluation.
Advise the road Engineer on various matters pertaining to levels on site
Prepare regular and periodic reports.
Prepare completion certificates for completed road projects
Perform other duties as may be assigned from time to time by the immediate supervisor
Requirements for appointment

Be a Kenyan citizen.
Higher Diploma in Civil Engineering or Higher Diploma in Quantity Surveying or related studies from a recognized institution
Minimum four (4) years’ experience in road works.
Experience in designing, planning, implementation and reporting of integrated development programs.
Must be a results oriented leader who is able to handle a heavy work load.
Excellent oral written and communication skills.
Proficiency in computer applications.
Must be able to work under pressure and without supervision
11. Chainmen Road Section (3 Posts) – Job Group F

Duties and Responsibilities

The Officer will be responsible for the following:

Assist the Leveler in activities in the Road sector.
Work hand in hand with the leveler in all survey works
Keeping book readings taken on site
Reducing levels and doing any calculation required to fit site conditions
Taking care of survey equipment while on site
Updating site activities daily reports
Perform other duties as may be assigned from time to time by the immediate supervisor
Requirements for appointment

Be a Kenyan citizen.
Must have had At least C minus in A levels
Certificate in Civil Engineering or Higher Diploma in Quantity Surveying or related studies from a recognized institution will have an added advantage
Minimum four (2) years’ experience in road works.
Proficiency in report writing
Must be a results oriented person who is able to handle a heavy work load.
Proficiency in computer applications will be an added advantage.
Must be able to work under pressure and without supervision
12. Fleet Management Officer (1 Post) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Keeping and updating vehicles and other equipment inventory
Keeping and updating individual vehicle files
Keeping time table on the location/ movement of County vehicles
Management of drivers conducts and advising on necessary disciplinary measures
Keeping a time table on areas of operations where earthmoving equipment are
Updating vehicle service schedule and notifying the Plants Engineer
Preparing and submission of analyzed reports on vehicle movement at end of month
Preparation of summary of individual vehicle expenditure on a monthly basis and submitting to the Chief officer for discussion and subsequent submission to ECM/ Cabinet
Advising on which vehicles need to be disposed considering their maintenance costs.
Analyzing vehicle fuel consumption efficiencies and other consumables including tyres and other spare parts
Perform other duties as may be assigned from time to time by the immediate supervisor

13. Workshop Manger (1 Post) – Job Group M

Duties and Responsibilities

The Officer will be responsible for the following:

Co-ordination of all mechanical related activities
Coordinating the mechanical/electrical technicians in diagnosing vehicles/plants mechanical/electrical problems
Management of personnel in the section
Advising on the right spare parts to be purchased
Supervising dispatch of spare parts
To be in charge of Pre and Post service inspection of motor vehicles
Keeping duty roster register for technicians in regard to field works
Liaison with the fleet manager to update vehicle service chart to be prepared for due services
Receiving updates on fleet utilization from fleet management officer
Provision of technical advice related to motor vehicles, plants and equipment
Provision/Advising on technical specifications for any new motor vehicle, plant & equipment to be procured
Periodic review of individual vehicle files
Preparation of end month reports
Perform other duties as may be assigned from time to time by the immediate supervisor
Requirements for appointment

Be a Kenyan citizen.
Must have a degree in Mechanical Engineering or any other related field from a recognized institution
A certificate in management will be an added advantage
Expertise in IT will be an added advantage
Must have knowledge in transport management operations
Must be computer literate
Minimum four (5) years’ experience transport department of a big firm.
Proficiency in report writing
Must be a results oriented person who is able to handle a heavy work load.

14. Driver III (16 Posts) – Job Group E

Duties and Responsibilities

The Officer will be responsible for the following:

Driving a motor vehicle as authorized;
Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure, etc.;
Detecting and reporting malfunctioning of vehicle systems;
Maintenance of work tickets for vehicles assigned;
Ensuring security and safety for the vehicle on and off the road; safety of the passengers and / or goods therein;
Maintaining cleanliness of the vehicle.

Requirements for appointment

Be a Kenyan citizen.
A valid driving license free from any current endorsement(s) for class(es) of vehicle(s) an officer is required to drive.
Passed Occupational Trade Test III for Drivers.
Defensive Driving Certificate from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized Institution.
Attended a First-Aid Certificate Course. Lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution.
Attended a Refresher Course for drivers lasting not less than one (1) week within every three (3) years at Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution.
A valid Certificate of Good Conduct from the Kenya Police

15. Civil Draughtsman (1 Post) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Produce drawings using computer assisted drafting systems (CAD) or drafting machines or by hand using compasses, dividers, protractors, triangles and other drafting devices.
Draft plans and detailed drawings for structures, installations, and construction projects such as highways, sewage disposal systems, and dikes, working from sketches or notes.
Draw maps, diagrams, and profiles, using cross-sections and surveys, to represent elevations, topographical contours, subsurface formations and structures.
Correlate, interpret, and modify data obtained from topographical surveys, well logs, and geophysical prospecting reports.
Finish and duplicate drawings and documentation packages, according to required mediums and specifications for reproduction, using blueprinting, photography, or other duplicating methods.
Review rough sketches, drawings, specifications, and other engineering data received from civil engineers to ensure that they conform to design concepts.

Minimum of 3 years’ experience in a busy architectural office, with a high level of detailing capabilities
Knowledge and application of architectural software (ArchiCAD);

16. Architectural Draughtsman (1 Post) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Provide support services to the Architectural and other Engineering sections by drafting working documents to ensure they are ready on time.
Interpret Architectural and Engineering sketches and produce presentation and working drawings to use in project planning and implementation.
Prepare draft bills of quantities and work estimates by collecting and compiling the relevant data to provide supporting documents.
Liaise with the Architect and other Engineers onsite inspections, identification of performance gaps and recommendation of appropriate improvement measures
Maintain and retrieve Engineering documents for easy access and reference.
Assist various user departments on preparation and compilation of necessary drawings as and when required.

Diploma in Building and Civil Engineering / Architecture

17. Lab attendants (2 Post) – Job Group J Duties and Responsibilities

The Officer will be responsible for the following:

Under immediate supervision performs routine and semiskilled work in the collection, preparation and distribution of field samples, maintenance of laboratory equipment and glassware; performs related work as required.
Collects and preserves varied samples for analysis from specific locations according to a predetermined schedule; collects special samples as conditions indicate; prepares samples for transport, storage and laboratory testing.
Collects commercial or industrial waste samples as part of the wastewater treatment facility’s pretreatment program.
Sets up, calibrates, operates and performs minor maintenance on a variety of laboratory equipment and instruments.
Prepares chemicals, bacteriological media, stains and standard test solutions.
Cleans and maintains laboratory, equipment and instruments; washes, cleans and sterilizes glassware and bacteriological supplies.
Maintains inventory of laboratory supplies.
Compiles and records information onto standardized worksheets and logs.

18. Roads Inspector (6 Posts) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Provide assistance and information to contractors and public concerning requirements of road construction standards and other applicable laws and statutes.
Prepare the bill of quantities of public works.
Conducts sites inspections as directed to ensure that the works are compliant to the set standards.
Prepare periodic progress reports of the road works.
Prepare, maintain and organize inspection reports for all the completed works.

Requirements for appointment

Be a holder of a Diploma in Civil Engineering or related field from an accredited institution
A Higher Diploma in Civil Engineering will be an added advantage
Two (2) or more years working experience in a similar field

DEPARTMENT OF DEVOLUTION AND PUBLIC SERVICE

1. Ward Administrator MCPSB/01: (1 Post) – Job Group N (Nguu/ Masumba Ward)

Duties and Responsibilities

Reporting to the sub county administrator, the Officer will be responsible for the following:

Coordinating, managing and supervising the general administrative functions in the ward unit.
Developing policies and plans.
Ensuring effective service delivery.
Establishing, implementing and monitoring performance management systems.
Coordinating developmental activities to empower the community.
Providing and maintaining infrastructure and facilities of public service.
Facilitating and coordinating citizen participation in the development of policies and delivery of services.

DEPARTMENT OF EDUCATION AND ICT

1. ICT Officer – Telecoms (1 Post) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Install fixed and wireless network equipment and set up new telecommunications services
Install ,Configure, test and maintain PABX and the county Voice Network system and other data systems
Install, test and maintain all types of telecommunications, switching and transmission equipment
Set up computer hardware and install and customize software applications used in telecommunications
Set-up, install, configure communication equipment
Analyze system faults with a high degree of diagnostic skill (to circuit board level)
Establishes voice and data networks by running, pulling, terminating, and splicing cables; installing telecommunications equipment, routers, switches, multiplexors, cable trays, and alarm and fire-suppression systems; building ironwork and ladder racks; establishing connections; programming features; establishing connections and integrations; following industry standards; activating remote access tools; coordinating with contractors.
Verifies service by testing circuits, equipment, and alarms; identifying, correcting, or escalating problems.
Work hand in hand with the network technicians in documenting the network by labeling and routing equipment and cables; recording configuration diagrams and specifications, maintain network by troubleshooting and repairing outages; testing network back-up procedures; updating documentation.

2. ICT Officer – Technical Support (1 Post) – Job Group K

Duties and Responsibilities

The Officer will be responsible for the following:

Install new software and hardware.
Secure, security code and ensure the safe set up of new equipment.
Set up equipment such as laptops, data projectors, interactive whiteboards, sound systems and other specialist ICT equipment, ensuring that systems are ready for use and operating correctly.
Deliver hardware and resources to work areas as required.
Maintain an up‐to‐date inventory of ICT Equipment, software and licences
Assist in creating a structured approach to rolling out new hardware or software, including technical specifications, procurement, testing and assessing the needs of user training.
Develop a maintenance schedule for all computer hardware, software and networks, and ensure that it is followed.
Detect, diagnose and resolve most PC, printer and peripheral device faults.
Provide advice and basic end user training to users
Requirements for appointment

Bachelor’s degree in ICT, Computer Science, or any other related field.
Diploma in electrical and electronics engineering with a Bias in telecommunication or any other relevant Qualification.
CompTIA A+ Certification or any other recognized technical certification
3. ICT Officer – Network (1 Post) – Job Group K Duties and Responsibilities

The Officer will be responsible for the following:

Maintain a stable network environment to assure maximum productivity of systems.
Conduct daily backups of network files and test on a regular basis.
Initiate virus detection policies and procedures.
Implement, supervise and test the firm’s Disaster Recovery Plan.
Learn the basic system functions of all network and utility programs.
Provide internal office support for all office software applications and validate licensing.
Evaluate network resources and implement improvements.
Implement directives outlined by the head, Network Infrastructure Division
Organize and implement the firm’s help desk
Attend regular continuing professional education courses to maintain knowledge level.
Requirements for appointment

Bachelor’s degree (i.e. in computer science, Information Technology or information systems).
Diploma in Computer Science, Information Technology, Telecommunication , Networking, with proven record of substantial industrial experience of not less than 6 years
Professional Certification such as CCNA, CCNP, LINUX.
At least 3 years’ experience (for bachelor’ holders) working within a multi-platform environment.
